Marston Holdings and Edinburgh Pavement Parking
The Transport Scotland Act (2019) introduced the UK’s first official pavement parking ban, aiming to enhance road inclusivity and accessibility.
Following this, The City of Edinburgh Council (CEC), in collaboration with NSL and Project Centre, developed an innovative pavement parking enforcement methodology, making Edinburgh the first Scottish local authority to enforce the ban from January 2024. Project Centre conducted a comprehensive study, categorizing 5,185 roads with a Red/Amber/Green system to assess pavement parking levels.
This data informed the enforcement strategy and highlighted necessary mitigation measures such as parking bays and footway widening.
The methodology minimized subjectivity, ensuring consistent assessments. The collaborative approach led to a robust geographical information record, detailed visual outputs, and effective public engagement tools.
NSL provided specialized enforcement training and public awareness campaigns, significantly reducing pavement parking incidents and complaints. Initial results showed promising reductions in pavement parking contraventions and complaints, indicating successful behavior change.
This methodology sets a standard for other local authorities, offering transferable knowledge and enforcement strategies.
